The 39th NETLIPSE Network Meeting is hosted by Rijkswaterstaat and Schiphol Airport. Join us to connect with public sector professionals from across Europe, share experiences, discuss challenges, and explore solutions in infrastructure project delivery.

The Network Meeting takes place in the historic West-Indisch Huis, right in the heart of Amsterdam. The Monday programme focuses on the major challenge of replacing and renovating ageing infrastructure across Europe, and on how to manage the costs drivers of major infrastructure projects. We will end the day with a visit to Schiphol Airport and the NETLIPSE Network Dinner.

Cost Drivers of Major Infrastructure Projects
The afternoon begins with an exploration of the most significant factors influencing the cost of large-scale infrastructure delivery, drawing on recent research findings from the UK’s National Infrastructure and Service Transformation Authority (formerly known as the NIC). These insights will set the stage for an interactive project carousel, where participants will discuss each theme in depth. Topics include the importance of a stable strategic direction, the need for clear client and sponsorship roles, ways to streamline consenting and permitting processes, and strategies for strengthening and scaling supply chain capacity.

Site Visit Schiphol
In the late afternoon, we will travel by bus to Schiphol Airport for a guided visit to its capital projects, such as the new A-Pier, the South-Development, the Multi-Modal Hub, and the Masterplan Power. This visit offers the unique opportunity to see first-hand how one of Europe’s busiest transport hubs plans and executes major works while staying operational.
The bus will depart from and return to the West-Indisch Huis, where the Network Meeting and Network Dinner takes place.

The final day of the Network Meeting will focus on learning, innovation, and collaboration in complex projects. We will end the Network Meeting with the announcement of the location and host of the upcoming Spring 2026 Anniversary Network Meeting.

The morning opens with a series of reflections on how structured assessment programmes and independent reviews can drive better project outcomes. Collaboration in Complex Projects
As projects grow in scale and complexity, the number of stakeholders involved continues to increase. Prof. Kadefors will introduce the block by sharing findings from her research on trust and collaboration in inter-organisational relationships in construction projects. After the introduction we’ll take a look at cooperation models and international collaboration. we’ll dive into the lessons from the Amsterdam Zuid Station’s 2-phase approach, and Rail Baltica’s cross-border collaboration, followed by a panel discussion with the presenters in the block.
