Preliminary Programme


Sunday - October 5th

For delegates arriving early, we have prepared an informal programme to help you settle in, connect, and enjoy Amsterdam’s charm.


Board Meeting (by invitation)
15:00 - 16:30

The NETLIPSE Board will meet at the Mövenpick Hotel to discuss ongoing initiatives and organisational priorities.


Amsterdam City Tour by Boat
17:00 - 19:00

Amsterdam is best discovered from the water. Step aboard for a guided canal tour, offering not only the city’s most iconic views but also insights into its rich history and the innovative Bridge and Quay Wall Programme.


Sunday Dinner
19:00 - 21:00

The Sunday dinner (generously sponsored by Rijkswaterstaat and Schiphol Airport) is open to all delegates. This informal dinner is the perfect opportunity to reconnect with familiar faces and meet new European colleagues ahead of the official programme.



Monday - October 6th
West-Indisch Huis, Amsterdam
09:00 - 16:30

The Network Meeting takes place in the historic West-Indisch Huis, right in the heart of Amsterdam. The Monday programme focuses on the major challenge of replacing and renovating ageing infrastructure across Europe, and on how to collaborate effectively with multiple stakeholders in complex environments. We will end the day with a visit to Schiphol Airport and the NETLIPSE Network Dinner.


Opening

The morning begins with a welcome to the Network Meeting, followed by a keynote address and an introduction to NETLIPSE, setting the stage for the discussions ahead.


Replacement & Renovation

In this block we examine approaches to large-scale infrastructure renewal, from managing bridge portfolios to keeping vital hubs operational during construction. We will explore national renewal strategies, how to stay operational during works, and how to balance mobility, safety, flexibility, and predictability in delivery.


Multi-Stakeholder Cooperation

As projects grow in scale and complexity, the number of stakeholders involved continues to increase. This session looks at cooperation models and international collaborations, sharing lessons from alliance-based approaches and other major cross-border initiatives.


Site Visit Schiphol
16:30 - 19:00

In the late afternoon, we will travel to Schiphol Airport for a guided visit to its capital projects, such as the new terminal, bus-station and baggage hall, offering insights into how one of Europe’s busiest transport hubs plans and executes major works while staying operational.


Network Dinner
20:00 - 22:00

The day concludes with the NETLIPSE Network Dinner, a relaxed and informal setting to reflect on the day’s discussions and connect with colleagues. This evening also marks the handover of the Chair and Vice-Chair roles to their successors.



Tuesday October 7
West-Indisch Huis, Amsterdam
09:00 - 14:30

The final day of the Network Meeting will focus on learning, innovation, and tackling the cost drivers that continue to challenge the delivery of major infrastructure projects. The programme combines research insights, practical examples, and interactive discussions designed to help delegates with actionable ideas for improving project outcomes across Europe.


Learning & Innovation

The morning opens with a series of reflections on how structured assessment programmes and independent reviews can drive better project outcomes. We will examine the recent A16 Rotterdam Review, explore how the long-term IPAT Assessment Programmes of Die Autobahn GmbH and Väylä have strengthened their delivery practices, and share initial insights from two decades of experience with IPAT Assessments.


Cost Drivers of Major Infrastructure Projects

The afternoon begins with an exploration of the most significant factors influencing the cost of large-scale infrastructure delivery, drawing on recent research findings from the UK's National Infrastructure Commission. These insights will set the stage for an interactive project carousel, where participants will discuss each theme in depth. Topics include the importance of a stable strategic direction, the need for clear client and sponsorship roles, ways to streamline consenting and permitting processes, and strategies for strengthening and scaling supply chain capacity.


Closing

We conclude with the announcement of the Spring 2026 Network Meeting location and a formal close to the Amsterdam event, reflecting on the knowledge shared and the connections made over the past two days.
